Why have reading scores remained relatively unchanged while math scores have improved somewhat?

The National Assessment of Educational Progress was just released. Reading scores remain relatively unchanged while math scores have improved somewhat. A recent article published in the New York Times hypothesizes reading skill development is more controlled by factors outside of school.
