Who should pay for apps used on school digital devices?

With the growing number of digital devices (laptops, iPads, tablets, iPhones, etc.), should schools provide apps (that are not free) for student use?  How should schools fund these apps?  Should they ask students for a yearly fee for using digital devices with apps similar to the yearly fees students paid for using school textbooks?

 

For Apple products, there is the Apple Volume Purchasing Program that can cut the cost in half when you purchase many copies of the same app.  Here is the link:  http://www.apple.com/itunes/education/

 

For schools that have a BYOD policy, should schools give downloading rights to students who wish to use apps purchased by the school?

 

What about free apps?  Should schools concentrate on using only free apps and provide access to these for students who bring their own devices to school?
